Conflict Resolution and Reconciliation efforts of eastern Mudug Clans (In Balibusle)

Since the collapse of Somali central government in the year 1991 ,Mudug region was bleeding with civil war based on tribal conflict which has affected both lives and properties. These Disputes had claimed the lives and their properties (especially) of the people in eastern Mudug for the last three decades.

Commencing from 1993 up to now, there were peace building efforts, including agreements signed in Mogadishu, the Mudug Peace Agreement stands as an historic milestone on the long road to peace in Somalia. The ground breaking accord, signed by former President of the Transitional Federal Government, Abdullahi Yousuf Ahmed, and the late General Mohamed Farah Aideed, Chairman of the United Somali Congress (USC), heralded the end of direct hostilities in one of the most insecure regions of post-war Somalia – and the potential of social and economic recovery for a people devastated by decades of civil war.

All in all, despite many successful milestones undertaken no final solution and reliable security was reached.

The Beginning of Peace process

Recently the end of year 2019 and beginning of year 2020 Puntland Youth and Social Development Association (PSA) and Central For Peace and Development (CPD) had facilitated mediations about  and conflict resolution  meetings  based for the diverse Galkayo community, it was discussed in  the insecure city of Galkaio, the main city of Mudug region2020,(PSA) facilitated a peace strategy meetings in Mudug at Hotel Sugulle in Galkayo, the meeting’s agenda  was to discuss  a durable and long-lasting solution to the lasting clashes between clans in Mudug regions.

The association brought together representatives elders of both sides Galkayo (south and north ) ,Puntland and Galmudug state representatives were take parts the meeting of peace, the Joint Peace Committee members, religious leaders as well as officials from PSA.

The output of above mentioned were to establish peace building conference in  Mudug region.

As per the Plan three reconciliation meetings were agreed to be conducted in Eastern and Western of Mudug and one Final Reconciliation conference in Galkayo to finalize and conclude long lasting peace in Mudug region disputes. The objective of the reconciliation conference reached a lasting peace agreement between Mudug Clans.

Balibusle Reconciliation Conference

After along discussion about the peace process, facilitated by PSA/CPD, the two communities living in Galmudug and Puntland had established committees that will participate in the mediation conference.

The date of the Mediation conference was set as 9th Feb 2020 and a task force has been established for preparations and hosting the delegates from both sides.

The Ballibusle conference was held for several reasons:

This conference was a result of previous PSA / CPD meetings for both elders and intellectuals, and they agreed to hold a conference on the Ballibusle, and all agreed to attend. The Participants from both sides Confirmed their attendance and willingness to participate the Balibusle conference. Balibusle has been chosen because it has been the centre of Conflict started before.And other reason that the Ballibusle was, where this conflict started when this people were first attacked.

 

In Balibusle all the delegates from Puntland have all reached which comprise all traditional elders from Clans residing in north Mudug. Those traditional elders from north Mudug were from all different districts.

Places and districts from participants include :

  1. Galkayo district
  2. Jariiban district
  3. Towfiiq district
  4. Harfo district
  5. Galdogob district
  6. Burtinle district
  7. Godobjiiraan district.
  8. Bursaalah district
  9. SAAXO DISTRICT
  10. and all the villages under these districts

  4. Awrtab’le
  5. Meheri ( Arabsaalah)
  6. Madibaan

On 9th February the date set for the Conference to kick off, the delegates from Galmudug had not arrived as per the agreed date. The spokesperson for the Galmudug delegates has said that there are differences within the community and when they sort out they will come within two days.

Days went by and still the Galmudug delegates didn’t arrive and will still by the time to settle their misunderstanding towards the Balibusle Mediation conference.

At last 10 days for waiting Galmudug delegates with one side In Balibusle the Galmudug delegates confirmed that they cannot attend the conference right now because of the following reason:

  1. Galmudug Political crisis has had impact on the Balibusle Conference
  2. Difference in Traditional elders towards the peace model
  3. Weak leadership from the Galmudug side affected traditional elders participating in balibusle conference.
  4. Militia threatening to attack north side settlement if the elders from to take part the Ballibusle conference and will have negative impact in the conference.

Call from the ballibusle conference

  1. We call on the entire Somali people, especially the people of Mudug, peace and harmony to end any conflict to the negotiation.
  2. We call for the people of Mudug region in Puntland to provide complete security and to give peace their brothers, their lives, and their environment.
  3. We call upon the entire Somali people, especially the Mudug people, to practice sharia law and to govern it, which is the only way to bring harmony, security and stability.
  4. We call upon all those who are responsible for contributing to the peace of the people of Mudug region and their brothers.
  5. The elders and the leaders are calling on the people of Puntland in general andespecially the people of Mudug, inside and outside to take part in peace projects in Puntland especially Mudug region.
  6. We call upon the Galmudug brothers to strengthen the peace and cooperate in the implementation of the long-term peace initiatives throughout Mudug region.
